Pakistan has extended movement controls for foreign media organisations to include their Pakistani journalists, fixers and other local staff. Under the new guidance, they will need government permission to travel and report outside Islamabad, Lahore and Karachi and must register with the authorities.

Officials had not publicly explained the reason for the change when the restrictions were reported. The rules emerged during unrest in Pakistan-administered Kashmir and amid security concerns in western parts of the country.

Rights advocates warned that the measures could restrict independent reporting and encourage self-censorship. The practical effect will depend on how permission requests are handled and whether the rules are applied consistently across media organisations.
